In May of 2009, the National Park Service (NPS) hosted a St Paul conference to promote the creation of support groups. At that meeting, several participants realized that we could look across the river at each other and despite jurisdictional boundaries we shared common concerns. Confluence Project members then met for the first time in June at the Great River Road Visitor and Learning Center in Prescott WI (GRRVLC).
Since then the Project has: formally obtained development assistance from the National Park Service, shaped a vision and mission, formed mapping and marketing sub-committees, picked a logo, developed a confluence area map, established goals, sponsored three symposiums, and provided support for several individual member projects. Although no one partner is designated as the leader, the Friends of Freedom Park—the Great River Road Visitor and Learning Center, has volunteered to be the contact place for the Confluence Project.
